Mr. Speaker, as I said earlier, going back to October 2002, there was direction to the Power Corporation and direction to me to work on the recommendations in the Robertson report and take that to public consultation. Included in those recommendations was the recommendation with regard to a single-rate zone.
Mr. Speaker, I do not know what the lack of clarity is. It was in October 2002 that Cabinet gave that direction. Thank you.
