Mr. Speaker, it is difficult to give a categorical guarantee that all projects in the business plan will be completed. I can give the Member assurances that we will make every effort to make sure those projects are completed, but recognize that there are circumstances beyond our control, sometimes that makes it impossible to complete some projects.
