How then is this to be interpreted and why are we coming forward with legislation that leaves things so wide open? Another thing here is "may be." "May be" is an awful broad...how does one determine whether or not a child "may be" in danger of emotional ill-treatment? If a teacher sends home a spelling exercise and he thinks that half the parents might brow-beat their children into learning the spelling words overnight, is that teacher then responsible for reporting that the children "may be" in danger of emotional ill-treatment?
