Thank you, Mr. Speaker. Mr. Speaker, this government used to have such a policy when we used to have Energy, Mines and Petroleum Resources. The decision was made back when this department was no longer functioning not to proceed with that policy anymore. The main reason for not having such a policy is that it is not enforceable. It could be there but it did not have any enforceable mechanism to be effective. As a result, the decision was made back about a government ago, that this policy cannot be used, so it was no use having it anymore. That is the reason why we do not have a policy at this point.
