Yes, the local housing organizations already have in place a method where individuals who have rental arrears are able to work on their own units, or actually work with other individuals or contractors on houses to lower their arrears. Usually, what happens is individuals are required to go to the LHO and get some materials needed to work on their home. They are allowed to work off their arrears in that way. If it has gone beyond that and it has gone to the courts like the Member said, it is difficult to do anything at this point.
