Thank you, Madam Chair. On the same line of questioning, I don't think I heard my colleague asking the question of taking it from somebody else, but there was an answer given. I am very confused here. Just a couple of years ago, there was a project done in Hay River where the bridge was under budget. There was some money left over and the Member for Hay River asked for that money to be put into the road continuing from the bridge to fix it up because there were some dangerous dips and curves. At that time, he was told, no they can't do that, they have to put it back into general revenue. I am just wondering when did the policies change?
