Thank you, Mr. Chairman. I don't question the initiatives. In fact, I support all of the initiatives the money was to be spent on, but as the Minister will know, Regular Members have been quite critical of the use of special warrants as opposed to the use of what we call "not previously authorized." In other words, not actually getting approval for spending the money until it's been approved by the Legislative Assembly. So my question was whether the need for this money was so urgent that it has actually been spent as of today or if it could have waited to come forward as a request not previously authorized.
