Mr. Speaker, certainly there is always discretion with managers, supervisors. Managing people, managing an office environment is a matter of following the policies but also using a lot of common sense, and we do allow managers and supervisors that ability to make good decisions and maintain a good working environment, so, certainly they have some discretion.
