Mr. Chairman, I've spoken with the board about this. It's clearly within their mandate; they've considered the issue. They have decided that they will consider any special occasion request. It's not limited to Super Bowl or anything else. It has to be from a non-profit organization, and it has to be submitted to them two weeks in advance of whatever the event is.
