As the Minister stated, the way the process would work is, number one, the health board would have to go to the department for requests for any increases and substantiate it to them, and then the department would come to FMB for a request in any increase in funding and then substantiate to us. It does go through a couple of levels. But as we've heard here today, the concern about how the initial estimates came up, and I've committed to providing more detail as to what those estimates were and the basis of how they came up with those.
