Thank you, Mr. Chairman. My second question then it to ask the Minister if he would consider rephrasing it to reflect a covenant, which is a legally binding agreement versus a socioeconomic agreement that really just spells out some of the commitments that the producer would afford the Northwest Territories. I am just wondering if you would look at a covenant rather than a socioeconomic agreement. Would he consider that?
