Thank you, Mr. Speaker. I'll give my commitment to the Member that we will work with communities. We will work with people in communities who we think can be very useful in helping us get this model off the ground. This is not going to be about who is best able to respond to a request for proposals in the newspaper and who can submit the best proposal.
