Mr. Speaker, I move, seconded by the honourable Member for Mackenzie Delta, that Bill 13, An Act to Amend the Financial Administration Act, be read for the second time.

Mr. Speaker, this bill amends the Financial Administration Act to provide authority to enter into agreements and transactions of a financial nature in respect of petroleum products, and to make regulations in respect of those agreements and transactions. The Revolving Funds Act is consequentially amended to clarify that financial settlement of such agreements and transactions is one of the purposes for which disbursements may be made from the petroleum products revolving fund established by that act.
