Mr. Speaker, we can always be stronger on the assessment side or on any of the things that we deliver as a government, and certainly we have to respect and live within the terms of the universal partnership agreements that are there. Mr. Speaker, there are two things that I'm going to do. One is, I want to meet with all of the regional directors within the next few weeks to hear from them the kind of issues that they are running into at the community level and the regional level. Second, Mr. Speaker, I would like to meet with the leaders in the community to talk to them about having them take more responsibility, more ownership for the delivery of the programs at the community level.
