Thank you, Mr. Speaker. Mr. Speaker, there are several areas that are looked at. Again, this decision wasn't made by myself as the Minister. The decision was made by the board. Again, we do look at different areas when they make that decision. The question about system availability, that's one of the areas that they look at. They look in regards to the efficiency of the business; and also look at the operational side; and also look at staff turnover; they look at issues in regard to hazard spills, like I mentioned earlier; and also employee satisfaction. Again, this bonus was based on last year's evaluation. I have to agree with the Member. I have raised this issue with the board in regards to the number of outages, but also you have to realize in the communities of Yellowknife, Hay River and others, they basically do provide power at a wholesale to the distributor which the distributor is basically Northland Utilities.
