Thank you, Mr. Chairman. Again, I can appreciate how that's done and when you're building a school or a hospital or something, a big capital piece of infrastructure, it's easy to see that of course the labour component is going to be included in something like that in the costs that appear before us in the CAP plan, but when it comes to software and I guess getting a new FIS system, it's a little bit tougher to comprehend why the labour component would be as much as it is. But again, I guess it's a little bit different. So again, I can understand why it's done the way it is, but to me there's something not quite right about it. But I'll leave it at that, Mr. Chairman.
