Merci, Monsieur le President. At this point in the life of the 18^th Assembly, we ought to be able to see clear results from the success of the mandate based on the work of the Executive Council, yet our economic and social realities are far from ideal. The mandate of the 18^th Assembly was designed to address these issues, and yet little more than a third of total mandate commitments are substantially completed.

Although the Premier calls this "good progress," many of my honourable friends on this side of the House would disagree. Can the Premier explain why so little progress has been made on implementing the mandate of this government? Thank you, Mr. Speaker.
