As there was not time to draft and translate the motion without delaying the clause-by-clause review, the committee and the Minister agreed that it would be acceptable to move this motion in the House.

It appears that there was some misunderstanding about who would be moving the motion during the Committee of the Whole review, and it was not moved as a result.
