For those who are a little confused, generally, when a Minister's statement is discussed in Committee of the Whole, Members are just allowed to speak on it for 10 minutes as an item under discussion, but the Minister has been gracious enough to invite witnesses in and sit at the witness table and answer questions, is my understanding. Is that correct, Minister Cochrane?
