The percentages I think the Member is referring to is the percentage of the total appropriation, so that includes, obviously, that year's capital plan but also the previous year's carry-over. I think it's fairly apparent that these things build up over time, but the Member is correct that, if you look at the actual expenditures versus the total appropriations, it's typically in the range of 60, up to a high of 70 percent. In 2018-2019, it was about 54 percent, so it was a low year, but it typically is in that range of 60 to 70 percent of total appropriations that get expended in any one year. Thanks, Mr. Chair.
