But regulatory capture occurs when a political entity policy maker or regulator is coopted to serve the commercial, ideological, or political interests of a constituency such as a particular geographic area, industry, profession, or ideological group. The Department of Industry, Tourism and Investment is responsible for both promoting and regulating mining, leaving outside intergovernmental council are being held with only the party being regulated at the table to develop these mining regulations.
