In 2015, at the same time we were doing that work, we were also doing a -- we did what you call a market assessment of our interests in -- for operators to take care and run private facilities in the NWT. And the message was really clear, that our facilities weren't large enough, didn't have the scale to make it profitable for some large organizations from down south to come in and take care of facilities. It just didn't return value for money when they looked at it back in 2015. Thank you, Mr. Chair.
