Thank you, Mr. Speaker. In that case, can the Minister inform the House what he believes to be our absolute maximum exposure for participation in Expo, assuming that we receive no revenue for being there?

Question O6-12(2): Financial Implications Of NWT Participation At Expo '92 February 12th, 1992

Thank you, Mr. Speaker. My question today is for the Minister of Economic Development and Tourism. Yesterday we heard some detail that the Government of the Northwest Territories is facing a severe economic crisis in the next year. In light of that, I wonder if the Minister can confirm that there has been no change to the status of Northwest Territories' participation at Expo '92. In other words, is the Northwest Territories still planning to participate at Seville?

Question O135-12(1): Permanent Day-care Policy December 16th, 1991

Mr. Speaker, recognizing that the Minister will have to discuss this with the federal government, I still think that what I am looking for is a commitment to undertake a review of this policy, and I do not think that is incumbent on any discussions with the federal Minister. I would think that this would be something where we could, at home -- whether the federal government is involved or not -- review the policy and the regulations and come up with our own permanent policy. So my question is again, will the Minister consider reviewing these policies with an eye to making a permanent policy within the life of this Legislature? Can we get some sort of a commitment?

Mr. Speaker, in spite of the visit with the federal Minister, I am wondering if this Minister could advise us of the time frame in which we might expect to see some regulations of a permanent nature in the NWT. Do we have an expected date for arriving at that policy?

Thank you, Mr. Speaker. My question is for the Minister of Social Services. Mr. Speaker, day-care centres in the Northwest Territories have been operating under an interim policy and regulations for several years now. Will the Minister make a commitment to this House to review that interim policy

with the goal of instituting a permanent policy?

Medal Of Bravery Award To Clem Paul December 16th, 1991

Thank you, Mr. Speaker. I rise today to inform the House that on December 14th, the Governor General awarded the medal of bravery to Mr. Clem Paul of Yellowknife. Mr. Paul was cited for attempting to save two men whose snowmobile had broken the thin ice of Harding Lake, north of Yellowknife, on November 11, 1990. Following some distance behind his friends, Mr. Paul immediately stopped his snowmobile, unhooked the sleigh, and using a gun case paddled furiously over 30 meters of open, frigid water to the victims. Unfortunately, just before he had arrived, one man disappeared below the surface while the other was rapidly losing consciousness. Unable to lift the second man onto the unstable sleigh, Mr. Paul tied him to the rear and made the exhausting trip back toward the shore where others in the hunting party threw a rope out to tow the sleigh onto solid ice. Mr. Paul and the victim were taken to a cabin, where they awaited a rescue helicopter.

I am sure all of us in the House will join in congratulating Mr. Paul on receiving this award, which recognizes his selfless actions in a dangerous situation. Thank you.

Bill 1: Supplementary Appropriation Act, No. 2, 1991-92 December 16th, 1991

Thank you, Mr. Chairman. While I am sympathetic with Mr. Gargan and his desire for funding for his church, and I am glad to hear from the other side that he might expect some action from that side in finding a resolution, I am somewhat taken aback of being accused of being a rubber stamp for the government. I think the standing committee on finance spent a considerable amount of time reviewing this document before it came forward to the House, and we did in fact get explanations on everything that is in here. We were convinced, I think, that this was something that was necessary in order to protect the artifacts which are being transferred North. There is no point getting these artifacts in the North where they belong if they are going to have to be stored in cardboard boxes outside. These things are too important. Most of these artifacts will probably wind up being distributed among the regional museums throughout the North, so we have to be able to protect these until the regional museums throughout the North are able take them and display them in places where they should be seen.

I have to agree with Mr. Todd that this is not the appropriate place from which to take the $25,000. I would hope that the government would find some other place.

Item 17: Consideration In Committee Of The Whole Of Bills And Other Matters December 15th, 1991

Thank you, Mr. Chairman. I am opposed to the amendment. I think that we need to show the type of fiscal restraint that shows that we are serious about it, and I suspect that what Mr. Lewis was alluding to was that it would be a somewhat small foregone increase, if you will. I think it is important that we be seen to be taking steps that we recognize how difficult the financial situation is in the NWT and be willing to make the sacrifices involved to make substantial cuts in our own salaries and benefits. I would urge the other Members to consider that, in fact, we are probably not talking about a whole bunch of money and I think that we should demonstrate a real commitment to fiscal restraint and agree to include our allowances and other tax-free benefits in the bill not to be increased. Thank you.

Question W12-12(1): GNWT Participation In Expo December 15th, 1991

Thank you, Mr. Speaker and Members. My question is addressed to the Minister of Economic Development and Tourism. Mr. Speaker, given the Minister's statement that the government is not reconsidering our participation at Expo '92, the Minister must be satisfied that the cost of our participation is more than balanced by the benefits that will accrue from that participation.

1) Will the Minister supply the latest revised budget including a breakdown of expected revenue for our participation at Expo '92?

2) Will the Minister provide a report outlining the expected benefits resulting from participation at Expo '92?

3) Will the Minister provide a report outlining the expenses and revenues for NWT participation at Expo '86 in Vancouver, along with a report outlining the benefits that resulted in our participation there?
