Thank you, Mr. Speaker. My question is to the Premier with regard to being the former Minister of Public Works of the previous government. This is regarding an outstanding bill for $200,000 with the Gwich'in Tribal Council for work they have done on pilings of the old Chief Julius School. A memorandum was signed by his department in 1994 and the bill for the project is still outstanding. What is going to be done about that?

Thank you, Mr. Speaker. Could I have the Minister allow me access to information which pertains to rates which are being paid to the other facilities and also what the different rates are for? Are they for a contribution or a per them rate? Thank you.

Thank you, Mr. Speaker. You're saying that there's a difference between government facilities and private facilities, yet you do have a per them rate for private facilities, don't you?

Thank you, Mr. Speaker. My question is to the Minister of Social Services with regard to treatment facilities in the Northwest Territories such as the Baffin Regional Treatment Centre, the treatment centre in Hay River, Northern Addictions Services program in Yellowknife and Delta House, which are presently all funded by the Government of the Northwest Territories. There has been a program established in my riding called the Tl'oondih Healing Camp which is 18 miles south of Fort McPherson. At the present time, it is the only program in the Northwest Territories which is not funded by the Government of the Northwest Territories on the same basis as the other treatment facilities. Will the Minister assure me that this program will be funded on the same basis as the other programs in the North?

Thank you, Mr. Speaker. My question today is for the Minister of Economic Development and Tourism with regard to marketing of products which are presently run and operated by the government, especially with regard to the Fort McPherson Canvas Shop where the bags that they produce and other items are pretty well-known; also, the Aklavik Fur Shop which presently produces fur items such as fur hats, coats and other things. I've been hounded by an individual from southern Canada, who is looking at the possibility of marketing a lot of these products in the United States to large companies such as Wal-Mart and other companies which deal with the marketing of products. He seems to be having a real problem with the department's staff here in Yellowknife, especially in the area of marketing. Could the Minister assist me in this area, to see exactly what the problem is with marketing? Do they have a strategy in place for how they market these products today? It is a Government of the Northwest Territories product which is produced through the different corporations or established under the government.

Also with regard to an article I read by Cece McCauley on the selling of crafts in which the government seemed to have a real problem with running a craft shop. Also, marketing of handicrafts such as this coat which was made in Mr. Kakfwi's riding by Judy Lafferty, and other ladies up and down the valley who make an effort to sew in their own time and sell these products; what the possibility of generating employment would be by marketing this stuff in the Northwest Territories, southern Canada and wherever the market is. I see that there has been a real initiative made by the department to look into that. If the Minister can respond to my question of do they have a marketing strategy in place and how are they implementing it.

Could we have a listing of all these leases that the government presently holds and who these companies are, so we can get a breakdown? There is a lot of competition out there and we may have to look at the alternative of tendering some of these leases when they are up and the time frames for when these leases are up.

With regard to expenditures, how long are the leases? Are they 10-year leases? You are saying it is on a yearly basis.

Thank you, Mr. Speaker. My question is to the Minister of Education and Youth. With regard to the federal government budget speech about the new Youth initiative and resources in that area, has the Minister and the government looked at the possibility of taking advantage of these resources with regard to youth and the possibility of summer employment; accessing some of these resources? What's the plan of this government to inform the Members of this House exactly how they see these programs being delivered in the North? Thank you.
