Second Reading Of Bill 16: Northwest Territories Housing Corporation Act March 2nd, 1992

Thank you, Mr. Speaker. My understanding of the process is, that after this second reading the legislation goes to the legislation committee and then to committee of the whole, and that is where all Members will have an opportunity to discuss the bill. It is also my understanding that a couple of weeks ago one Member said that if the government wanted to do something, they should do it. They should bring it forward in the House and recommend it, and not ask ordinary Members to do their dirty work, or whatever it was, so that is basically what I am doing. I see this as something that should be done to save this government money, and it will become an amendment to the

legislation that is coming forward now, and Members will have an opportunity to discuss it and debate it at that time.

Second Reading Of Bill 16: Northwest Territories Housing Corporation Act March 2nd, 1992

Thank you, Mr. Speaker. I move, seconded by the honourable Member for Yellowknife South, that Bill 16, An Act to Amend the Northwest Territories Housing Corporation Act, be read for the second time. Mr. Speaker, this bill would amend the Northwest Territories Housing Corporation Act to provide that the affairs of the corporation be conducted by the president in accordance with the direction of the Minister instead of by the board of directors, and to remove the reference to the board of directors. Thank you.

Thank you, Mr. Chairman. I would like some clarification regarding an independent evaluation of the capital management planning and allocation process. Does this mean that someone goes from community to community meeting with community members to evaluate how the capital project helps the communities?

Question O188-12(2): Integration Of Housing Corporation Into Communities February 26th, 1992

Thank you, Mr. Speaker. I would like to assure the Member that the Housing Corporation is still called the Housing Corporation today. As far as the community organization, how it would be more effective -- and I did say last week in this House that we were not going to touch those organizations, and it is still my plan not to touch them immediately. That is going to be addressed through the community transfer agreements that the Minister responsible, Mr. Kakfwi, is responsible for. So it is my understanding that the housing authorities will continue to do the job they are doing now in the future, and once community transfer is made to the community local council, then it would be changed. That is my understanding. Thank you.

Thank you, Mr. Speaker. We have been to the standing committee on finance with the revisions to the policy, and we are waiting, up until today, to get their input. I will wait for that before I take it to cabinet. Thank you.

Question O128-12(2): Consistency Of Business Incentive Policy With "tender North Only" Policy February 23rd, 1992

Thank you, Mr. Speaker. I would like to make it clear to the Member that I have not changed my mind. The thing we were trying to accomplish back about a year ago in the motion John Pollard put forward to the House and I seconded, was to try to ensure that the majority of the work in the work force is hired in the North. I am tired of bringing in imports from the South, and I believe we can accomplish that with the policy we gave to SCOF. You cannot accomplish something with one policy; you have to look at it in a broader range.

If in three years I stop the leakage of dollars going south with training programs and a better business incentive policy and other policies, that will ensure that businesses in the North get the work; instead of using DPW as a police force, use it as a development force, and then we will all be a lot happier and our communities will be happier. Because nothing says that just because a northern business gets the work, they are going to hire Northerners. I know there are some northern businesses who do hire south, and there are a lot of people coming in from Saskatchewan, Newfoundland and other provinces.

What I am trying to do is to ensure that the community benefits and with the policy that we are proposing to cabinet -- and it will be a cabinet decision and not only my decision -- we can accomplish that. I am sure we will make the Member across quite happy with the new policy and the new initiatives we are taking. Thank you.

Question O123-12(2): Enforcement Of Business Incentive Policy, Kivallivik February 20th, 1992

Thank you, Mr. Speaker. I would like to thank the Member for bringing this to my attention. As everyone knows, the business incentive policy depends on the responses from the communities. If communities are aware that contractors are not following the policies and not hiring locally, the only way we find out is if someone brings it to our attention. I would like to thank the Member and we will check into this. Thank you.
