Question 18-13(3): Tendering Of Pol Contracts March 20th, 1996

Mr. Speaker, as the Member well knows, the petroleum products division of the NWT is set to be privatized in the coming months. I cannot make the commitment at this time, without looking into the issue further. There are, at present, tenders out for fuel delivery contracts. So without further research into this matter, I cannot answer the Member's question.

Thank you, Mr. Speaker. I would like to recognize today in the visitors' gallery, three visitors from my constituency: the mayor of Kimmirut, Kowisa Arlooktoo; a councillor with the hamlet of Kimmirut, formerly Lake Harbour, Matthew Akavak; and a third-generation RCMP member, now stationed in Yellowknife but from Lake Harbour, Jimmy Akavak.

Thank you, Mr. Speaker. I would table Petition No. 19-13(2) signed by staff members of the Cape Dorset Health Centre protesting the passage of Bill 2, An Act to Amend the Public Service Act, with nine signatures.

Question 88-13(2): Privatization Plan For Computer Services February 20th, 1996

Thank you, Mr. Speaker. It is true, last week the Premier did announce that the government will be privatizing the computer services function of the Government of the Northwest Territories, partly in response to

industry's request and the fact that they have been saying they can do it better and cheaper.

At this time, the different government departments are looking at what needs they have in the area of computer services, what they do now. Coming out of that will be implementation plans, and during that time there will be information gathering from different areas of the community, including industry. They will be consulted.

Question 81-13(2): Revised Completion Time Frame For Rankin Inlet Tank Farm Project February 20th, 1996

Mr. Speaker, the original plan for the Rankin Inlet fuel terminal, as per Cabinet direction from the previous government, was that construction was to start this summer with the tank farm being in operation in June 1997. Because of a series of delays and concerns brought up by people in the communities of the Keewatin region, it is now no longer possible to get the project up and running for this summer, mainly due to time required for shipping, ordering tools, et cetera. So there is a minimum of a one-year delay on this project.

Question 49-13(2): Price Control Assurance In Privatization Of Petroleum Products February 15th, 1996

Mr. Speaker, there is a complex system of cross-subsidies which takes into account the cost of the product, the cost of shipping and storage. We are looking at all the different aspects of the cost of fuel. As we move towards privatization, the Member's concerns will be looked into and addressed.

Question 49-13(2): Price Control Assurance In Privatization Of Petroleum Products February 15th, 1996

Mr. Speaker, that is a complex question. I do look forward to hearing the Member's suggestions in the detailed briefings. What we envision is something similar to the Public Utilities Board process where there is some form of control in prices to ensure that the public in different regions aren't paying prices that are totally different from their neighbours.

Question 49-13(2): Price Control Assurance In Privatization Of Petroleum Products February 15th, 1996

Thank you, Mr. Speaker. That is a good question. The cost of fuel is a concern that I have looked into. In terms of privatization, it is put into the business plan as part of the parameters on the final cost of the product. The price in the end is fair to the general public. Thank you.
