Thank you, Mr. Speaker. Mr. Speaker, your committee has been considering Bill 7, An Act to Amend the Education Act and the Property Assessment and Taxation Act; Bill 8, An Act to Amend the Property Assessment and Taxation Act; and Bill 9, Supplementary Appropriation Act No. 2, 1998-99 and would like to report that Bill 7 and Bill 8 are ready for third reading. Mr. Speaker, I move that report of the committee of the whole be concurred with. Thank you.

Question 117-13(6): Service To Transient Patients September 23rd, 1998

Thank you, Mr. Speaker. Mr. Speaker, perhaps it was an oversight when the plan to build a hospital was taken into consideration to allow the government to build a boarding home for patients at the same time when the hospital would be built in the community of Cambridge Bay, for the people of the Kitikmeot Region. Will the Minister commit to include a boarding home for people when the hospital is being planned to be built? Thank you.

Question 117-13(6): Service To Transient Patients September 23rd, 1998

Thank you, Mr. Speaker. Mr. Speaker, perhaps the Minister will recall that a ladies' group in Taloyoak wrote a letter to me and the Minister asking that if there was a plan to build a hospital in Cambridge Bay. If yes, one of their concerns was providing an adequate boarding home for patients from other communities in the region. Will the Minister ensure people of the Kitikmeot region that once the hospital is there, there will be a boarding home provided to the patients from other communities in that region? Thank you.

Question 117-13(6): Service To Transient Patients September 23rd, 1998

Thank you, Mr. Speaker. Mr. Speaker, my question is directed to the Minister of Health and Social Services. Mr. Speaker, the Minister has indicated about building hospitals in three regions. My question to the honourable Minister is, how important is the services provided to in-transit patients like boarding homes and so on? Thank you.

Question 104-13(6): Quqshuun Ilihakvik School Maintenance September 23rd, 1998

Thank you, Mr. Speaker. Mr. Speaker, I received a letter dated September 18, 1998, from the chair person of the Gjoa Haven education council and signed also by the principal of Quqshuun Ilihakvik School. Mr. Speaker, the community of Gjoa Haven is concerned about the bad fumes coming out of the boiler system in that school. I have brought this matter up a few years ago. During the summer the school was shut down temporarily in the month of September alone, September 4th at 11:35 a.m.; September 10th at 11:42; September 10th at 1:00 p.m.; September 11th at 11:20 p.m.; September 14th at 9:14 a.m. and September 14th at 9:46 a.m. I think it deserves to get some serious attention from the Department of Public Works. I would like to ask the Premier of this government to direct his staff from Cambridge Bay regional office to once and for all find the cause of the bad fumes and deal with it as soon as possible. Member's Statement 87-13(6): Intention Not To Seek Re-election September 23rd, 1998

Thank you, Mr. Speaker. Mr. Speaker, I would like to make public what I told my wife at the beginning of my term of the 13th Assembly. To make sure she agrees, I talked to her over the phone last night and she agreed. Mr. Speaker, my colleagues and the public I will not be seeking re-election in the up coming elections. Thank you.

Item 21: Report Of Committee Of The Whole September 17th, 1998

Thank you, Mr. Speaker. Mr. Speaker, your committee has been considering Bill 3, Risk Capital Investment Tax Credit Act and Bill 4, An Act to Amend the Income Tax Act and would like to report progress with one motion being adopted and Bill 4 is ready for third reading and that Bill 3 is ready for third reading as amended. Mr. Speaker, I move that the report of the committee of the whole be concurred with. Thank you.

Member's Statement 28-13(6): Recognition Of Pisurayak Kootook September 15th, 1998

Thank you, Mr. Speaker. Mr. Speaker, first of all I would like to take this opportunity to thank the people of Taloyoak. When Northern Transportation Company Limited (NTCL) was purchased equally by the Inuit of Nunavut and the Inuvialuit of the western Arctic, the board of directors began a program of renaming its fleet of ships to better reflect its northern aboriginal ownership. On September 12, 1998, NTCL held an official ceremony in Taloyoak to rename the former MV Kelly Hall to MV Pisurayak Kootook. Pisurayak Kootook or David was a courageous member of the Taloyoak community who was on a medevac emergency flight that crashed on route from Cambridge Bay to Yellowknife. Pisurayak David Kootook, although seriously injured himself, worked heroically to keep his fellow passengers alive until he finally succumbed to his own injuries. Pisurayak Kootook is a true northern hero and it is only fitting that he be recognized with this honour in his own community.

David's mother and family were on hand to christen the vessel and honoured guests included were: John Ningark, MLA for Natilikmiot; Mayor Dennis Lyall of Taloyoak; NTCL Chairman of the career development committee, Wilf Wilcox; President Cameron Clement and Pat Lyall and also Norterra executive vice-president Murrie Hurrley. I would like to thank Mr. Clement for providing this information to me. I would like my colleagues to join me in congratulating the community and the family of Kootook. Thank you.

I MOVE, seconded by the honourable Member for Keewatin Central, that notwithstanding rule 4, that when this House adjourns on Thursday June 4, 1998, it shall be adjourned until Wednesday, September 16, 1998.

AND FURTHER, that anytime prior to September 16, 1998, if the Speaker is satisfied, after consultation with the Executive Council and Members of the Legislative Assembly, that the public interest requires that the House should meet at an earlier time during the adjournment, the Speaker may give notice and thereupon the House shall meet at the time stated in such notice and shall transact its business as it has been duly adjourned to that time.
