Thank you, Mr. Speaker. Mr. Speaker, I would like to recognize my partner who has put up with me for the last three years while I was sitting in this House as a Member. Thank you.

Member's Statement 52-13(7): Acknowledgements To Colleagues And Staff March 24th, 1999

Thank you, Mr. Speaker. Mr. Speaker, this will also be my last time in this Assembly to have the opportunity to speak to all the Members. I would like to thank yourself, Mr. Hamilton, his trusty staff, Mr. Inch, Mr. Schauerte, our law clerk, and all the staff that made things somewhat easier for us over the last three and a half years. A lot of the time we forget about the people that really make this building work. One group that comes to mind with me is the research staff. They are the people that day after day, night after night, put documents together, reports and research for all of us. Right down to the secretaries, all the clerical staff and, of course, the people that we never seem to notice, our cleaning staff that keep this building so bright and clean. Mr. Speaker, when I came here three and a half years ago, I came here as a rookie and I guess I still am, and I think of it more as baptism by fire. It has been a real learning curve. I would like to thank everybody for all their help, all the hard work of the Members from this side of the floor. The drive and dedication of Mr. Miltenberger, Mr. Henry, my seat mate, Mr. Krutko, better known as Davie Crocket, Mr. Rabesca, Mr. Ootes, Mr. Erasmus, all the Members it has been more than interesting sitting on this side of the House.

As you may have noticed last week we indicated that in Nunavut we are not going to call ourselves Ordinary Members, because after the last three and a half years there is nothing ordinary about an Ordinary Member. We are calling ourselves regular Members.

Mr. Speaker, I wanted to pay special tribute to my good friend, Mr. Jake Ootes, and Mr. Stephen Kakfwi; the word integrity comes to mind when I speak of these two individuals. Mr. Speaker, there was a sign that I remember seeing in an old cabin, on Cape Breton Island, when I was a young boy and it read something like this; all those people that enter please us, some by coming, some by going. Mr. Speaker, I only hope that in some small way I please some people by coming, because I know I am pleasing some by going.

Question 37-13(7): Economic Strategy For Nunavut March 23rd, 1999

Thank you, Mr. Speaker. I am not sure if I should continue my question with the Minister of RWED or if I can ask the Minister if he would find out from Mr. Todd if the dollar value for the contract was altered or reduced, given the fact that only half of the work would be completed. Thank you.

Thank you, Mr. Speaker. Mr. Speaker, given the fact that the terms of reference for this contract when it was awarded, I believe stated that there be two economic strategies developed by Bailey and Associates, I assume that the costs of the contract, whether that was $400,000 or $500,000; that was altered, given the fact that Nunavut will not receive an economic strategy by Bailey and Associates?

Mr. Speaker, is the Minister saying that, just for point of clarification, that the portion of the contract that was awarded to Bailey and Associates to do the economic strategy for Nunavut is now in the hands of another company, corporation or consultant to do that work? Is that correct?

Thank you, Mr. Speaker. Mr. Speaker, my question is directed to the Minister responsible for RWED, Mr. Kakfwi. Mr. Speaker, a number of months ago this government awarded a $500,000 contract to Roland Bailey and Associates to develop two economic strategies one for the west, and one for Nunavut. I wonder if the Minister could update me or refresh my memory as to where this stands to date, especially as it relates to the Nunavut Strategy? Thank you.

Question 25-13(7): Nwtpc Fuel Supply Contract March 22nd, 1999

Mr. Speaker, it is my understanding that the fuel that was purchased was of a lower standard, a cheaper fuel. In reference to this contract as relates to the Iqaluit location, have arrangements been made to deliver this fuel from the waterside to the actual tanks? Thank you.

Thank you, Mr. Speaker. Mr. Speaker, can the Minister tell the House the type of fuel that was purchased in reference to this contract, whether it is the same type, same quality fuel that we are using now?

Thank you, Mr. Speaker. The Minister indicated, last week I believe, that the price was not a major factor, that the prices were similar when they reviewed the RFP or RFQs, whatever they were regarding this contract. Mr. Speaker, it is my understanding over the last three and a half years we have been told an RFP, an RFQ, is a competitive process. What is the difference in reference to this award?

Question 25-13(7): Nwtpc Fuel Supply Contract March 22nd, 1999

Thank you, Mr. Speaker. My question is directed to the Minister responsible for the Power Corporation. I would like to follow up on some questions that were asked earlier in reference to the contract that was awarded Woodworth Oil, a Newfoundland company, to provide fuel to a number of power plants in the Nunavut region.

Mr. Speaker, the Minister indicated that one of the criteria that they considered was creating a competitive environment. I would like the Minister to provide me with more detail as to exactly what he means by this. Thank you.
