National Aboriginal Day June 20th, 2000

Mahsi, Mr. Speaker. (Translation starts) Today is a special day for everyone, elders and young people alike, of all nationalities, especially old people. Every day, we lose elders. The elders communicate through the leaders. They are like professionals, like doctors. We have to look up to elders. We have to listen to them. We have to respect them and look after them.

A long time ago, when the elders lived, elders did not go to the store and did not buy food. They only ate when they went and checked the fish net. During that time, there was no car, no airplane, no skidoo. Only when there was a dog-team did they visit the trapline.

We have to respect elders. We have to love them and care for them. We have to respect them and listen to them. Thank you, Mr. Speaker. (Translation ends)

Thank you, Mr. Speaker. Mr. Speaker, I have a question for the Minister of Transportation, the Honourable Vince Steen. Mr. Speaker, I would like to know who sets the priorities on highway maintenance for the different territorial highways?

Academic Achievements Of Rae-edzo Graduates June 19th, 2000

Thank you, Mr. Speaker. Mr. Speaker, today I am pleased to recognize the academic achievement of the 18 graduates of the Chief Jimmy Bruneau School in Rae-Edzo.

These students have demonstrated commitment and discipline and have achieved a huge milestone in their lives. By earning their Grade 12, these students have completed an important phase of their lives. They will now leave the structure provided by school and establish their own framework for their lives. In the future, they will have access to training and employment opportunities and I hope that they will take advantage of the doors that will open for them.

In particular, I would like to acknowledge three graduates, Francis Erasmus, Mary Rose Mantla and Madeline Zoe. These three women returned to school after twenty years of absence. Through teamwork and dedication, they succeeded in earning their high school diplomas.

Their accomplishment serves as an inspiration to others in the community that high school graduation is achievable and important no matter what your age.

Graduation will take place this Saturday in Rae-Edzo. A tea and dance will follow the 3:00 p.m. ceremony. As well, the community is honouring the graduates by having a feast and a drum dance.

I am pleased to congratulate all the graduates on their successful completion of high school. I encourage all community members to come out on Saturday and honour the achievements of these students. Thank you, Mr. Speaker.

Item 20: Report Of The Committee Of The Whole March 31st, 2000

Mr. Speaker, your committee has been considering Bill 1, An Act to Amend the Education Act, Bill 4, An Act to Amend the Student Financial Assistance Act; Bill 3, An Act to Amend the Financial Administration Act; Bill 7, An Act to Amend the Workers' Compensation Act; and Bill 5, An Act to Amend the Motor Vehicle Act, and would like to report progress with two motions being adopted. Bills 1, 4, 3 and 7 are ready for third reading, and Bill 5 is ready for the third reading as amended. Mr. Speaker, I move that the report of the committee of the whole be concurred with.

Oral Question 184-14(2): Road Conditions Near Fort Providence River Crossings March 30th, 2000

Thank you, Mr. Speaker. Preventative maintenance, like removing gravel from the ice and the access when the weather warms up can increase the life of the ice crossing, by even a few days. On that, I would like to know if the Minister is willing to look at making the chip seal a priority since it affects not only the Fort Providence residents, but everyone on Highway No. 3? Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, my question is for the Minister responsible for Transportation, the Honourable Vince Steen. The question is regarding the Mackenzie River crossing. Sediment and gravel on the ice road cause the surface to deteriorate earlier than is normal, because of warm temperatures. Can the Minister tell me if chip sealing the access to the Mackenzie River crossing would provide a longer life span out of this crossing? Thank you.
