Motion 4-13(3): Extended Adjournment, Carried March 27th, 1996

Thank you, Mr. Speaker.

I MOVE, seconded by the honourable Member for Keewatin Central, that notwithstanding Rule 4, that when this House adjourns on Thursday, March 28, 1996, it shall be adjourned until Wednesday, May 1, 1996.

AND FURTHER, that any time prior to May 1, 1996, if the Speaker is satisfied, after consultation with the Executive Council and Members of the Legislative Assembly, that the public interest requires that the House should meet at an earlier time during the adjournment, the Speaker may give notice and thereupon the House shall meet at the time stated in such notice and shall transact its business as it has been duly adjourned to that time.

Question 99-13(3): Evaluation Of Child Welfare Information Systems In H&ss March 27th, 1996

Thank you, Mr. Speaker. My question is for the Minister of Health and Social Services. He looks a little lonely sitting there at the end all by himself. Could the Minister briefly describe to us and give his evaluation of the information systems that currently exist in the Department of Health and Social Services and, in particular, relating to child welfare? Thank you.

Question 92-13(3): Summary Of Legislative Assembly Decision-making Processes March 27th, 1996

Thank you, Mr. Speaker. My question is to the Premier. I believe there is some confusion as to the understanding of the process in the Assembly by possibly some of the people in the Northwest Territories and the role that MLAs have played and Cabinet has played. I was wondering if the Premier could give a brief summary of the decision-making processes that have been used in terms of the business plans and setting targets and the role we have played as MLAs and as Cabinet. Would he give us the benefit of his long experience; possibly a brief comparative analysis of previous assemblies and the changes that have been made? Thank you.

Question 86-13(3): Community Impact From Cuts To Colleges March 26th, 1996

Thank you, Mr. Speaker. My question is for the Minister of Education, Culture and Employment. In the information provided by the Minister of Finance with regard to employee lay-offs by community, we're aware that it doesn't allow for the cuts in divisional boards, health boards, colleges East and West and the Housing Corporation. When does the Minister expect to have the information on the cuts from Arctic College, both East and West, and the impact they have will in the communities where they are currently located? Thank you.

Question 79-13(3): Tabling Of Comprehensive Overview Of Job Cuts March 26th, 1996

Thank you, Mr. Speaker. My question is to the Minister of Finance. There are a number of cuts that have been proposed over the last few days and weeks in different areas; not only to pay and benefits, but to actual lay-offs and positions being lost in communities. Some communities have taken, for instance, significant cuts in positions; whereas, there is a whole raft of communities that didn't, for obvious reasons. As we go further down this path and things become clear, would the Minister be able to table in the House a comprehensive overview of how the cuts do balance out so that we're not just looking at one particular part when we want to see where the balance is; that we end up looking at the whole picture to see where the fairness is? When we do this process next year, the issues will be there again and we have to ensure, as everybody has said, that there is fairness and equity. Thank you.

Question 65-13(3): Criteria For Use Of Community Action Fund March 25th, 1996

Thank you, Mr. Speaker. My question is to the Minister of Health and Social Services with regard to the community action fund that my colleague for Yellowknife North just made reference to. I met last Thursday evening with the board of the Metis Nation in Fort Smith and they indicated that they, as well, had a concern about the disbursement of the funds that were given to the community through the town council to disburse. My suggestion to them is that they should, in fact, sit down with the other groups in the community -- the Metis Nation, the town and the band, as the three main political groups -- and if they're not happy with the criteria, to definitely take the steps to straighten it out so that it does meet their needs for the coming year.

My question to the Minister: Has he attempted to address the concern of the Member for Yellowknife North about more direction in terms of conditions for use of these funds? I suggest that he not make it too stringent and that he allow as much latitude as possible for the community and the groups in the community to, in fact, make those decisions so that we can have both our concerns addressed -- which, I think, are the same -- and help promote the whole initiative of community wellness and community empowerment. I think this is one step along that path. Thank you.

Question 58-13(3): Status Of Implementation Plans For Regional Executive Responsibilities March 25th, 1996

Thank you, Mr. Speaker. I'm assuming that wasn't taken as notice, but was a response that he would pass on the request. I would also ask the Deputy Premier that when he is passing on that concern that he would pass on the request that those regional plans, should there be a plan for them to exist, be shared with this House as soon as possible so that when we go back to our respective constituencies we have a very clear idea of how the government is going to be providing that very critical function. Question 58-13(3): Status Of Implementation Plans For Regional Executive Responsibilities March 25th, 1996

Thank you, Mr. Speaker. My question is to the Deputy Premier and it's about the Executive functions in the regions now that the regional directors are going to no longer be with us. Can the Deputy Premier tell us, will each region be developing a clear, specific plan of how the regional function will be implemented so that, for instance, when I as MLA go back to the Fort Smith, I'll know the process? In the past this was very clear; there was somebody deemed to be in charge. Could the Deputy Premier indicate whether they will be doing those kinds of specific plans so that we will be fully covered in that area? Thank you.
