(Translation) Thank you, Mr. Speaker. I would like to make a comment to the point of order. I feel, too, that the letters that are tabled in this House that are not signed should not be tabled, whether they come from the government or anybody else.

I feel that letters from government departments, if they're not signed by individuals, don't follow the law. If we're going to have a rule in this House that we only accept tabled documents that are signed, it would be appropriate. Thank you.

Thank you, Mr. Speaker. I was absent when the Minister of the Housing Corporation made his Minister's statement on the rent scale implementation. I am glad he made a statement outlining what the corporation is doing. However, I would like to ask the Minister a question. Perhaps I should explain, I was not part of the Advisory Committee on Social Housing that Mr. Morin spearheaded. At that time I was on Cabinet. I did address some of my concerns directly to the Minister. Is this rent scale profit driven or is it based on the cost of the units?

Apology Offered By The Minister Of Maca March 8th, 1995

Good afternoon, Mr. Speaker. I would like to apologize for being absent when Mr. Ng made his apology about his note to me. I was at a luncheon meeting that turned out to be longer than I had expected.

However, the context of the note he sent yesterday is confirmation of what I talked about in my Member's statement yesterday. I believe Mr. Ng would never send a note to a man with the word that he used in his note to me. I sincerely hope Mr. Ng learns from this lesson. I hope the second time around, he gets what my point was yesterday in my Member's statement. Thank you.

The board make-up is from the zones, instead of the regions. It is just something to think about. It's not urgent at this time. As I indicated, I will support this bill.

Thank you, Mr. Chairman. The proposed bill does not indicate them. It was during the Standing Committee on Legislation's review with you and your witnesses that I asked a few questions about the present legislation using zones instead of regions.

Thank you, Mr. Chairman. I do support having this legislative amendment passed; however, I wish that the legislation committee had also, at the same time, stressed the fact that the present legislation deals in zones from when responsibility was transferred from the federal government to the territorial government. Some of the wording should have been cleaned up at the same time to refer to regions rather than zones, since we do have regional health boards. As well, the representation of the board members should have been looked into. However, this is more urgent and I just wanted to say for the record that the legislation, itself, needs further cleaning up. I hope that the department will look into that. I will support the bill, but I just wanted to indicate to this House, on the record, the two areas in the legislation that could be improved. Thank you.
