Oral Question 112-14(2): Support For Students Against Drunk Driving March 22nd, 2000

Thank you, Mr. Speaker. Before I get into the core of my answer, I would just like to mention to the Members that this is part of an example of how my portfolio integrates with the other departments. Specific to the Member's question, yes, in my capacity as Minister responsible for Youth, I received a request from the Yellowknife Students Against Drunk Driving group, requesting a luncheon meeting with the Members here in the Chamber. Mr. Speaker, I met this morning with the Minister Responsible For Transportation to seek support to hold the luncheon in the Great Hall.

That will occur on March 28, 2000, to which I will be sending out an invitation to all the Members here in the House to attend this very important function. From my information, the Yellowknife SADD group has raised a vigorous campaign over the past few years and certainly had a positive impact on reducing student's drinking and driving.

For this, Mr. Speaker, I applaud the SADD group's efforts in taking the lead in establishing SADD chapters across the North. I am pleased to hear that the youth group has also taken the initiative to host the Canadian Youth Against Impaired Driving Conference in Yellowknife in March, 2001. Mr. Speaker, the Yellowknife SADD group wishes to meet with the Members so that they can outline this worthwhile project and seek territorial support and involvement. Again, I encourage all Members in this House to attend this event, to meet with this youth group and offer their support to fight drinking and driving in the Northwest Territories. Thank you.

Best Wishes For A Successful Trapping Season March 22nd, 2000

Thank you, Mr. Speaker. Since I originate from the trapping economy, I would like to speak a little about the importance of this time of year for our people of the Mackenzie Delta, as they traditionally spend the spring months out trapping muskrats.

Those who need special attention, Mr. Speaker, are Gilbert Kasook, Rhoda Joe, Roger Selamio, Big John Coyen, Sandy Stefansson, Mary Jane Dillon, Ernie Dillon, Lulu Loreen, Victor Allen, the Dick family and both Harry and John Carmichael's families. These are just many of the people who carry out the practice of trapping each spring and keep our trapping industry alive. For those I have missed, I wish you well and a prosperous trapping season. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. I wish to table the Public Utilities Board 1999 Annual Report. Thank you, Mr. Speaker.

Oral Question 102-14(2): Review Of Public Utilities Board March 21st, 2000

Thank you, Mr. Speaker. Yes, I have been in contact with the chairman and he advised me that there is ongoing work in this area. Thank you.

Oral Question 102-14(2): Review Of Public Utilities Board March 21st, 2000

Thank you, Mr. Speaker. From what I am aware of, there is a consultation process. I believe part of the board's mandate is to consider the input from various interest groups. That is the answer to the Member's question. Thank you.

Oral Question 102-14(2): Review Of Public Utilities Board March 21st, 2000

Thank you, Mr. Speaker. Yes, from what I understand, there is a process to allow the public to have input. To what degree, Mr. Speaker, I would not be able to answer that at the moment. Thank you.

Oral Question 102-14(2): Review Of Public Utilities Board March 21st, 2000

Thank you, Mr. Speaker. In response to the question yesterday, I had stated to the Member that hopefully we will be able to conclude the study by the end of June. That is the latest information I have for the Member. Thank you.

Oral Question 100-14(2): Reinstatement Of Sweat Equity Programs March 21st, 2000

Thank you, Mr. Speaker. As the Member is aware, we have been working diligently with the communities and our fellow colleagues in addressing the critical issue of home ownership.

We have taken it a step further to try to define what is equitable in terms of home ownership. We are presently in the process of trying to revise some of the older programs the Member referred to. I feel we can accomplish that in the next six months. Thank you, Mr. Speaker.

Congratulations To New Commissioner Glenna Hansen March 21st, 2000

Thank you, Mr. Speaker. As a courtesy, I would personally like to congratulate Ms. Glenna Hansen as the newly appointed Commissioner for the Northwest Territories.

Ms. Hansen not only comes from my riding of Inuvik Twin Lakes, but also from my home town of Aklavik. At this time I would like to express my sincere well wishes in her role as the newly appointed Commissioner. Thank you, Mr. Speaker.

Item 4: Returns To Oral Questions March 20th, 2000

Thank you, Mr. Speaker. I have a return to an oral question asked by Mr. Miltenberger on February 29th, 2000, on the update on the power rate review.

There are no legislative changes proposed at present. The Public Utilities Board requested proposals from interested parties with respect to a strategic and operational review of its operations.

The review may lead to legislative changes. Due to concerns raised by an unsuccessful proponent in the request for proposals, the Public Utilities Board withdrew the contract.

The Public Utilities Board is considering revisions to the request for proposals and expects to reissue the request for proposals later this year, probably in June, 2000. Thank you, Mr. Speaker.
