Mr. Chairman, that moves into the Department of Health's responsibility, but Social Services and the Department of Health work together to determine the number. In my experience, it depends on how many people there are in the community or region. If there are only a few, the facilities, and the requirements and criteria to provide those facilities are fairly expensive because you are going into almost a hospital care situation. So we will be working with the Departments of Social Services and Health to identify the needs and then to try to get the justification to see if there are enough people to justify such a facility.

Thank you. Once we have touched on the health issue, we get into a little difficulty in Fort Simpson and surrounding area because of the process that is now in place to determine health services in that area. I know we are not talking about health but I just wanted to mention the problem we have. Things seem to be put on hold in the area of health until this process has run its course. If we are going to be talking about Social Services working with Health to determine what level of care is required in the community and surrounding area, it is a concern. It makes it very difficult to wait until the process can run its course. In the meantime, we know there is some work that should be done to work towards this. I would like to ask the Minister and the department if they would work with the community to see if a level III facility is required in the community of Fort Simpson and surrounding area. Thank you.

Mr. Chairman, my understanding is that we first begin to do the health care requirements at the region that is supposed to address third level care, or institutional care for that region. It was my understanding that the assessment was being done in conjunction with the requirements of the hospital that is there now and the other needs of the community. It is my understanding that it was incorporated initially in the study design. We will continue to try to fast track that, so that when you come out of that exercise, you will have not just levels I and II, but level three care also.

It is the same thing. I think the modern word and the more acceptable word now is "elders". It is a more traditional word than the standard "seniors", but there is no difference.

The unit that is in Fort Resolution is one of the older units that was built many years ago and it is basically an apartment unit that houses senior citizens or elders who are capable of caring for themselves. The facility that is before you in the Capital Estimates is a facility that will allow level I and level II care in this community.

Thank you. Mr. Chairman, my question is for the department and with regard to the Fort Smith region. Could I ask the department if it has taken into consideration the comments that I made to my honourable colleague, the former Minister of Social Services, with regard to capital last year for the Fort Smith region? Mr. Chairman, this particular department has always been overlooking the North Slave region, and it is doing so again. I mentioned that to the Minister, Mr. Whitford, last year. I am sure the department is aware of the concerns I raised. As my colleague for Baffin Central stated, Fort Resolution already has a senior citizens' home. If I recall correctly, when the consultation occurred in my region with the Premier's office with regard to capital, one of my communities signed up for a senior citizens' home, and it is not even listed under future years anticipated. Could I ask the department to see where it stands? Is it even included in their five year capital plan? Do they have a five year capital plan?
