Mr. Speaker, the Minister is aware that a motion was put forth in this House last June to get assistance from the Government of the Northwest Territories to attempt to keep the winter road open between Fort Smith and Fort Chipewyan through Wood Buffalo National Park. The Minister wrote me in September stating that he was looking into it. I have recognized that he has met with the federal Minister and the Alberta Minister. Has the Minister received any word or update as to the result of the request and the motion placed in the House for assistance of in keeping that winter road open?

I have made telephone calls to various places to ascertain whether or not the federal government will continue with the winter road. I was hoping to have an answer by tomorrow, as I had told to the Member last week that I would have some answer for her. At this present time, no.

(Translation) Thank you, Mr. Speaker. I have a question for the Minister of Transportation. In the month of September I asked the same question and received a reply. I would like to know if there is going to be any funding for our airstrip. It used to be a lake before, and it is getting worse. I am sure that the airstrip could be lengthened. I would like to know if there were to be an emergency situation that would arise before then, would there be funding available? Would the Minister be able to come and see the airstrip himself sometime in the future? Thank you.

Recently both departments were amalgamated and the intent was to consolidate services and in some cases eliminate the duplication of positions and save money. Today, Mr. Speaker, in the News/North, I noted two advertisements; one for three regional manager positions, for regional managers of supply services; and I am not sure whether it is six or nine positions for information technology professionals. From the advertisements it looks like these are all new positions. What is the justification for hiring for these positions?

Thank you, Mr. Speaker. My question is for the Government Leader. Mr. Speaker, on a number of occasions since session has started I have directed my questions to the former Minister of Health regarding interpreting staff who speak the Natilikmiot dialect at the Stanton Yellowknife Hospital. To my disappointment, Mr. Speaker, I was provided with the name of someone from another community who does not speak the dialect of Natilikmiot.

Given that the medical profession is highly recognized and that there has to be an understanding between the doctor and the patient in order for the treatment...(microphone turned off)...did I speak without the microphone?

The medical profession is highly recognized, and one of the most important requirements for treatment to be successful, is that the doctor and patient be able to understand one another.

Since we do not have any interpreting staff which speaks my dialect and we have a number of unilingual patients coming from Pelly Bay, Gjoa Haven and Spence Bay to Yellowknife for medical treatment, would the Minister consider, before the hiring of new staff, providing an escort who would be able to translate/interpret for patients travelling to Yellowknife? Thank you.

Thank you, Mr. Speaker. I have a question for the Minister of Personnel. Mr. Speaker, I posed to the Minister of Personnel a written question with respect to a treatment coordinator position at the Trailcross facility in Fort Smith. I am aware that the position is currently vacant, with different individuals acting in that position. This position was advertised. Apparently there was an agreement made between the individual and the department. However, that particular agreement did not have a signature block for the union. Article 301 of the U.N.W. agreement indicates that the employer must recognize the union as the exclusive bargaining agent for all employees in the bargaining unit. In my written question I asked if the U.N.W. agreement was violated and the Minister indicated in his response that the collective agreement was not violated. Can the Minister indicate to me why he stated that the collective agreement was not violated? Thank you.

Mr. Speaker, the person who held the job had asked for a transfer. It was a voluntary request for a transfer. The employee was informed of his right to union representation. I understand the employee declined that right. That is why I was advised that the collective agreement was not violated.

Thank you, Mr. Speaker. My facts are different. According to a number of letters which I reviewed on this issue, the employee did not ask for a voluntary transfer, but was pressed into a transfer. Therefore, this deal was struck between the employee and the department. Since the Minister indicated that the union-negotiated agreement was not violated and since he indicated that the employee declined that right, is it the practice of the Department of Personnel to allow for voluntary transfers, or any type of transfer from an individual's position to another position without notice being granted to the union? Thank you.

Thank you, Mr. Speaker. I do not agree with the Minister's comments, Mr. Speaker. I received a call from the regional vice president from the Union of Northern Workers, which indicated to me that the Minister was categorically incorrect, and that article 301 was broken. Since that particular article was broken and this individual was placed in a different position, but, from my understanding, has been asked whether or not he would consider going back to the treatment coordinator position, would the Minister review this particular issue and determine whether that treatment coordinator position is in fact the proper position that should be available to the individual?
