Mr. Chairman, I am putting forward this motion because I have not seen the Department of Social Services' five year capital plan. I understand that the department does have a five year capital plan and if it can produce it, then this particular project will not be delayed. I would like to see that five year capital plan for the department, and I would like them to table that. That does not take away from Fort Resolution if the department does have a capital plan. When I put forward my motion, I did not realize that the department had a five year capital plan.

Mr. Chairman, I have no problem with the argument that a five year capital plan for an elders' residence in the Northwest Territories is required, but I am not going to support the idea that the capital plan be conditional on deferring other residences for other senior citizens in the Northwest Territories. I think that there has been a great out cry in the communities to address the need for services for our elderly, and as a co-chair for the Special Committee on Health and Social Services, I find it very difficult to support the idea of reducing services for elders, no matter where they are. I will even support the idea of an elders' residence in Fort Rae or Rae-Edzo, wherever it might be, if that is the recommendation. But I believe that the request is being made for a five year capital plan to address the needs of senior citizens and elders in the Northwest Territories. In my view it would be a lot more positive if the honourable Member could suggest that this committee recommend that a five year capital plan for elders' residences be developed and tabled in this House. In that context we can ask Members to address the needs of the seniors in our constituencies, including the manner of addressing the services we are going to provide to the elders. At this time I am going to have to oppose the suggestion of deferring the expenditures for other seniors' residences. We all know there are needs in our communities and constituencies. I think it would be wrong of us to penalize elders in one community instead of trying to find ways of improving the

financial resources and addressing the needs in other communities. That is my concern right now.

If the department has a five year capital plan, we should see it and it should be tabled so we can look at it and make comments. Mr. Chairman, I know I ruffled some feathers. Mr. Chairman, I wanted to raise the point about elders' residences and handicapped residences. Could I ask the Minister if she could provide this House with a summary of the programs and the relationship between financial programs for elders? In particular, I am interested in the residences. In other words, what does Health pay for? What does Social Services pay for? What are the programs available in the Housing Corporation to meet the needs of elders in the Northwest Territories?
