Mr. Speaker, I move, seconded by the honourable Member for Sahtu that Bill 12, an Act to Amend the Mental Health Act be read for the second time. Mr. Speaker, this bill would amend the Mental Health Act to define aboriginal language, to amend the definition of substitute consent giver to include the substitute consent giver referred to in provisions of the act governing confidentiality of health records, to correct the French version of a number of provisions, to clarify when emergency treatment may be given, and to ensure that it includes medical treatment, to ensure that treatment is not administered when a competent patient or an incompetent patient substitute consent giver refuses to consent to the treatment, and to provide health care professionals with greater access to a patients health records.
