Mr. Speaker, there were two contacts which were awarded at that time. The Minister explained to me that the band council did not get the contract because it was not registered under the Business Incentive Policy. The Minister will recall that I asked questions with regard to this at that time because those are permanent people. Do they need to register? At the time the Minister said, "yes." This is why I asked the question in the first place. Should permanent residents be required to register under the Business Incentive Policy? I would like to ask the Minister whether it was based on the policy that the band council lost out?
