Mr. Speaker, I believe that as we go along in terms of trying to provide a government that is closer to the people, trying to provide easier access to this government, if our committee and the way that the process fleshes out as to how best to do things at the central level and the community level -- if there are better suggestions or if there is a different way to do it, and if there is a quicker way to do it, I think that as a committee we would be striving to reach that objective. So I do not want to presume that someone is going to make assumptions in certain areas, because I am sure that the thinking at almost all levels will continue to be applied to how we go about our job as a government. It will be at the committee level. It will be at the community level. It will be at this level, and certainly at all the standing committee levels as well, so this is an ongoing discussion and an ongoing process that is not going to be realized in three or four months. As a matter of fact, we see a long process, because some communities will take longer and want to do things a little bit differently. So I will not presume what the thinking is going to be as to how we meet the end objective, but the objective here is to try to give back to the people the responsibility of decision-making and of organizing themselves.
