Mr. Chairman, we had got a late start on the project. We spent $115,000 of that $400,000 on programming and design, and we will be carrying on, or would have been carrying on that work into the new year in 1992-93, and that is the reason that we were asking for a carry-over of that $285,000. Initially, the plan would have been to finish the design in early 1992-93 with that carry-over money, and then go to construction tenders later in the fall to build the arts centre, but as we moved through the capital planning process at the same time, it was recognized that we did not have enough money to meet all the needs, and the recommendation was made to cabinet to defer the construction to 1993-94, which was the plan that we brought to SCOF.
