Can the Minister identify where, on this page or in this book, specific homes -- for instance, I know in lnuvik there is a two-bedroom home built specifically for handicapped people. It has wheel-chair access, and everything is designed to fit the need of handicapped individuals or people in wheelchairs. Are there other projects of this sort being developed or being constructed? If so, where are they reflected in this budget?

My concern is, if they are doing it now and this

budget has been dealt with, the next budget is going to happen in the next couple of months. It is going to be another two years before any specific project gets on the paper. I am really concerned because of the time frame that we deal with, or the lack of dealing with it before hand. If there is a need for a project, my concern is that it should be here.

I am not aware, at least at the present, of any specific needs that are there; and I think we would certainly not be alarmed by the fact that there are no capital projects for that particular area, in this book, as the Member put it, for next year, because what may come out of our review is that there may be facilities there already that can accommodate any needs that may present themselves, and failing that, of course, we would have to ascertain what resources would be available to meet that specific need that is not already available in that community or that region.

(Translation) I am wondering if there was any request from Cape Dorset because their facility is not very good, especially the counselling office for alcohol and drugs. They are partitioned by pieces of wood and a lot of times what they are dealing with is very confidential, especially the counselling services. They are placed in a big room in the recreation facility. Maybe the Cape Dorset counselling services never requested, better office space before I became a Member. They have said they have requested, and at this time I do not see an estimate for such an office. I would like to ask if there was ever a previous request for this.
