Mr. Chairman, I do not have a breakdown of exactly what it would cost to build a new facility without the movement of the old tanks to the new facility. However, what we are doing is a massive upgrade. The community of Gjoa Haven is currently in a shortfall position for P-50 heating fuel, and over the last five years it has been rising at an 8.5 per cent rate. We are increasing tankage from 985,000 litres to

3,900,000 litres. What we are proposing is to essentially build a new, very large tank, and then dismantle the old tank. It is not just so much a movement of the existing tank. We may use the existing tank. The existing P-50 tank will become the motor gasoline tank in the new tank farm.

The point I am making here, and we are not just trying to be awkward, we are saying, what is the cost attached to moving the tanks? If it is exorbitantly high, then why move the tanks? That is what we are trying to get at here. You must have some indication of what new tanks will cost. You build new tanks all the time. You have built them all over the place. You have got to have some indication of what the costs are going to be for new construction as it relates to the increased capacity you require. Based on that, what is the dollar value of relocating the existing tanks? That is the point I am trying to make here. Is it $500,000, or is it two million dollars?

Again we are talking approximate figures. Three million dollars -- is that one new tank, and $2.5 million to move two tanks? Would it not be better to build one three million dollar tank in the existing location, or is that impossible? It seems like one hell of a lot of money to move some tanks.

Mr. Chairman, just to put this in perspective, the previous Member of the Legislative Assembly did have this deferred once before. The reason for that was, there is anticipation of development of the Coppermine River for hydro, and I believe that perhaps the community themselves, with that potential being there, probably would, if they had the opportunity, say to delay that until we conclude the studies on the hydro development. Thank you.

I am not arguing about the necessity for this fuel. That is the last thing I am arguing about. The concern that was addressed in SCOF was the cost of moving the tanks, and the justification of moving them. Are we moving the tanks because they are unsafe? That is all we are asking.

Thank you, Mr. Chairman. I would like to go back to a few years ago. I do not recall what year it was. The person who was looking after the fuel delivery in Gjoa Haven, and his son, were cleaning the tank, which is right in the community. There was a fatal accident that caused the man and his son to die in that accident. After this, the community of Gjoa Haven has been complaining about the tanks because of the environmental and safety aspects. They

are right in town, and that is one of the reasons why we are prepared to move the tanks, to relocate them to a now site. Thank you.
