The standing committee on finance reviewed this bill at its meeting on March 25th. Although the committee is in agreement with the intent of the bill to authorize loans to municipalities, the committee was concerned about municipalities receiving loans without having the ability to repay them. The government assured the committee that communities must first receive ratepayer approval to borrow money and then must go through the GNWT screening mechanism to ensure they have the ability to repay these loans. Therefore, the committee agreed on March 25th to recommend this bill to the House for consideration.
