Mr. Speaker, I believe the honourable Member is assuming that there will be additional costs associated with awarding contracts to northern businesses. I am not necessarily sure that would always be the case. However, if there are additional costs, I think my colleague's statement indicated very clearly that this kind of additional cost would be considered as an investment by this government in the economy of the North.
So, in that event, it would be my responsibility as Minister of Municipal Affairs to seek the necessary additional resources through the capital plan. It is a relatively routine matter when tenders come in a little higher that sometimes we can take the moneys from the projects where they have come in a little bit lower and make up the difference. That is how we would do it through the capital outlook process in that event.
