Thank you. Is the Minister willing to clarify for the federal officials that, since we are in no way represented by the Makivik Corporation, the GNWT insists on receiving adequate levels of intervenor funding so we can speak for ourselves on this important issue?

Thank you, Mr. Speaker. I will address this question to the Minister of Municipal and Community Affairs. Since the Minister of Public Works has advised that the BIP

will now be extended to boards, agencies and municipal authorities, and I think he was indicating to me that no additional funds would be allowed to make up for bid differentials, could the Minister of Municipal Affairs advise how his department will address the additional cost to municipalities for this program? Will the government provide the difference? Will the municipality be expected to fund the difference, or will the GNWT and the municipality split the difference?

It is either one general question or all of the above types of question. Mr. Patterson.

Mr. Speaker, I believe the honourable Member is assuming that there will be additional costs associated with awarding contracts to northern businesses. I am not necessarily sure that would always be the case. However, if there are additional costs, I think my colleague's statement indicated very clearly that this kind of additional cost would be considered as an investment by this government in the economy of the North.

So, in that event, it would be my responsibility as Minister of Municipal Affairs to seek the necessary additional resources through the capital plan. It is a relatively routine matter when tenders come in a little higher that sometimes we can take the moneys from the projects where they have come in a little bit lower and make up the difference. That is how we would do it through the capital outlook process in that event.

The way I understood it, he was just giving a broad example of his previous question to make sure you understood the general text of it. I am not sure he was not asking what would happen for this particular hypothetical question. Mr. Patterson.
