Mr. Speaker, these policies of advertising fall under the Department of Personnel, and as a result of the cutbacks, we asked the department to come up with a policy that would be fair, and still serve the needs of the government. It is to have the advertisements reach as many people in the north for the least amount of dollars, and the approach was to use fewer regional small papers, and go with the big papers, since we do not have as many dollars to go around, and double advertise, in some cases, and that was the decision that was made.
