Mr. Speaker, some of the changes that we're going to implement are actually changes that should have been followed as a matter of normal procedure. What we need to do is try to minimize the human failings in following procedures in facilities like this. Just recently, we did an operational review of the young offenders' facilities, including River Ridge. The report indicated there were no urgent or immediate difficulties, but that something may have been missed. Some of the procedures are ones that have been identified by the management of the facility. I am unable to tell the Member specifically what those security measures are because they wouldn't be security measures if I did. All I can say is that they are security measures and procedures which have been followed. We may have to review the way in which these procedures are followed and how closely we monitor them.
