(Translation) Thank you, Mr. Speaker. Animal rights activists, IFAW, especially in Europe, as we stated last winter, are against sealing. The activists are very popular in Europe. Under the European parliaments, I was informed we have representatives who are monitoring the activists' work. The IFAW and European parliament members will send representatives from February 27 to March 5, inclusive. They will be meeting in Charlottetown. The IFAW will be showing, by helicopters, the sealing in that area. I have been discussing this with the Minister of Fisheries and Oceans, Mr. Barry Hicken, and I have also discussed, with Mr. Crosbie this past week, what they are planning to do. I have been informed that Mr. Crosbie will not be involved. The Minister from Prince Edward Island, Mr. Barry Hicken, will be meeting with this group. If I am able, and if the Legislature is agreeable, I will be meeting with European parliamentarians and IFAW in Charlottetown. Thank you.

On December 2, 1992, I raised the issue of financial strain being caused to small tax-based municipalities, such as Fort Simpson, by the inequities in the water and sewer subsidy program. On December 8, 1992, the Minister provided a response to my question in this area and said that he expected to submit a policy proposal on the distribution of water and sewer services subsidy funding to tax-based municipalities in January of 1993. Can the Minister advise the House as to the status of the water and sewer subsidy funding proposal? Mahsi.

Thank you, Mr. Speaker. The water and sewer subsidy program that the government provides is still the same. It has been a closed program, and it allows the municipalities to administer the water and sewer subsidy. It also allows the community to set up a fund for their water and sewer subsidy program, which they could use to get equipment for a water and sewer program. As far as the policy change that I am prepared to take to Cabinet, my department is still working on the document. Thank you.

Mr. Speaker, I have a return to Written Question 13-12(3) asked by Mr. Gargan to the Minister of Justice concerning the status of the Ingraham Trail "no hunting" corridor.

As of February 19, 1993, when we most recently checked with the Department of Renewable Resources, no charges had been laid with respect to the use of firearms in the special management area F/1-B, (the Ingraham Trail "no hunting" corridor) since the enactment of the regulation in 1988. Therefore there have been no trials regarding that corridor at which to consider the issue of aboriginal hunting rights.

Nineteen Lutsel K'e students were living in the Lutsel K'e student residence in Fort Smith in September, 1992. Fifteen Lutsel K'e students are now living in the residence. Two of the students who were in residence in September have returned to Lutsel K'e, three of the older students who had been living in the residence are now home boarding in Fort Smith and one additional Lutsel K'e student is now living in the residence.

I am providing the names of the Lutsel K'e student residents, as of September, 1992 and February, 1993, by letter for the Member's information.
