Mr. Speaker, the institution where the inmate is serving her sentence is a territorial government institution. The legislation which governs the operations within the institution is territorial legislation. The employees who run and manage the institution are territorial government employees. When the exchange agreement was made it was clear that if the federal government wished to have an exchange with us, it meant very clearly they would turn over inmates to us, under our responsibility, under our legislation, under our employees and under our laws.
