Mr. Chairman, currently the boarding homes in the south are to accommodate status Indians and Inuit people who are going south for medical attention. At times, coming from a community which has many Metis people, there are individuals who are in need of medical attention in the south, but the Metis have to pay their own way for all the medical attention they need. A Metis has to go to Social Services to be declared indigenous and also to declare they are unable to provide their own financial support, then the Department of Social Services will assist them with their meals and usually a hotel room for medical purposes, even though the boarding homes we pay for, for Inuit and status people, are not full. Metis people are turned away from utilizing those homes because they are Metis, even though they are aboriginal. I find that really discriminatory by our government, particularly by the policies that those homes are operated under. Would the Minister review that? In cases where those homes are not being used to their fullest capacity by status and Inuit, then why can the Metis not also be able to have this service when they need to be referred south, as opposed to staying in a hotel room. The government ends up paying twice, they pay for the hotel room and they still pay for the operating costs of the home. Thank you.

Under THIS, Mr. Chairman, I believe the Standing Committee on Agencies Boards and Commissions made a comment pertaining to the Mackenzie regional health board. Could the Minister or the department tell the House what the plans are for this particular board? Currently we have a public administrator running the board. It has been run by a public administrator since 1988. When are they going to do something about this?

Thank you, Mr. Chairman. There is a long history to this. Many attempts have been made to establish the single board which was approved for funding by the federal government as part of the transfer agreement of 1988. No agreement has been achieved. There have been requests over the past four years for the creation of several boards, but unfortunately, the funding for multiple boards does not exist. The federal government had been approached on more than one occasion to provide funding for more than one board and they had refused. As recently as a year ago, there were efforts to set up a single board which would have three components operating under it to provide the sort of community participation that had been proposed earlier, but there was not an agreement among the communities to establish that structure, so we are left with a public administrator managing the Mackenzie regional health services. The department has

made strenuous efforts to come to some agreement on the establishment of a board but we have not been successful.

Mr. Chairman, I think my colleague from Nahendeh would agree with me that the communities have been making that request, as the deputy minister indicated in his response. On one hand, the department is not dealing with the issue. On the other hand, they are saying because they did not get enough money from the feds, they cannot do this. Perhaps the honourable Member in the corner over there agrees, and that is the way he would like to see it. However, the communities I represent to do agree with that particular Member in the corner. Mr. Chairman, if we are not getting the dollars from the feds, then why is the department not approaching Cabinet to create what the communities want. Why have we been stalling since 1988? Why can we not move on this whole issue?

Thank you, Mr. Chairman. From the repeated contacts with the communities and with the aboriginal organizations since 1988 over this issue, it has not been clear that there is a uniform opinion on what has been desired. Opinions have been expressed about the creation of two boards and three boards, there was some interest in creating a single board with a unique structure. I think the department would be pleased to see precisely what sort of a structure is desired because that is not at all clear right now.
