Thank you, Mr. Chairman. Yes, we are keeping that in mind, and that is one of the reasons we have redone this office plan. It is to downsize, and that's what we're doing. We're downsizing and moving departments into buildings that can accommodate them, getting rid of older leases and using our own buildings instead. It is a cost-saving measure and the idea is to downsize. We have decentralized and moved a lot of PYs out of Yellowknife to all the regions already. Thank you.

Thank you. I just want to further emphasize the SCOF point that we were surprised that this PY has been requested, for $114,000, to implement the Yellowknife office plan. We have gone over this quite often, and Mr. Morin, the Minister responsible, is correct that we went through revisions, but we didn't go through 10 revisions. I think we only saw three revisions. On page 36 of this document, under Public Works, capital, it says that on May 3rd a special warrant was approved to fund the revised 1994-95 Yellowknife office plan for $1.408 million. This includes the funds that were lapsed from 1993-94 of $518,000.

I, too, was kind of surprised when this position showed up in a supp to fund this one PY, but I think that the Minister indicated that this total amount of $114,000 is for the duration of the next three years. Or, is this only for this current fiscal year? Does that mean that in the winter session, we'll be budgeting again in this same amount for this particular position again for the next two years until this term is over?

Mr. Chairman, I don't have a problem in this particular fiscal year because they're taking money from within to fund this position, but the problem I have is for future years. I'm not too sure what the next government is going to do. We're basically committing money for the next two years, because they would have to budget for it in 1995-96 and 1996-97. That's the problem I have. But for this fiscal year, there's no problem because they're taking money from within their own budget. I'll leave it to the rest of the group to determine if we should leave it in or not, because I have some concern in that regard. Thank you.

Thank you, Mr. Chairman. No big objection here, I just need clarification. It says funding transferred from the Financial Management Board, et cetera, positions being transferred to the hamlet of Cape Dorset. My concern here is that, along with other communities, Coral Harbour is interested and actually working with the Minister of Intergovernmental Affairs. Is this community transfer initiative extra cost, $36,000?

I know that the Financial Management Board Secretariat and the Department of Personnel have actual costs from previous years and probably from this year, too. I have been investigating some complaints in the last two years that when you transfer responsibility to the hamlets, especially in the small communities, that you have a tendency to dump the responsibility with very minimal overhead cost allowance to those hamlets. Is this $36,000 a good reflection of what it cost government before when they were administering it and what it's going to cost Cape Dorset when they are administering it? Is that a fair assessment that the difference is zero?

Mr. Chairman, generally we're transferring actual cost to communities. They are aware of that when they are negotiating with us, with Intergovernmental and Aboriginal Affairs. So we're sending over the money to them what it's costing us at the present time. There is a formula for working out other things, Mr. Chairman. Thank you.
